I estimate that this is valid for those of reasonable intelligence. The style of the book, though, is definitely that of a programming manual, and non-programmers will certainly have to be motivated to stick to it. Till's material is basic and generally clear. The "end of chapter" exercises are better than the usual "reading checks". Almost from the beginning, the reader is asked to build simple programs and to debug errors. Information about access to the program in non-UNIX versions, such as MS-DOS and other microcomputer environments, would have been handy. Some additional material on what you would want to use Perl for would have been encouraging for the non-technical user.
